IPS Innovative Prison Systems (www.prisonsystems.eu) is a boutique research and consulting firm specialised in the fields of justice, prison services, community sanctions and measures, juvenile justice, and law enforcement. IPS's senior management team has nearly two decades of experience in policy design consultancy, strategic consultancy, leadership, senior and technical staff training, e-learning consulting, and information technology development for prison systems in different continents (Europe, North America and South America).
As part of our interventions in correctional reform advisory, together with correctional administrations, the academia, civil society organisations and private partners, we develop research and pilot projects, consolidating expertise in several knowledge areas (including radicalisation prevention, judicial cooperation, mental health and ageing, juvenile justice, offender reintegration, probation, prison work & industries, education in prisons, and prison innovation & management). With the University of Beira interior, in 2014 IPS created the BSAFE LAB Law Enforcement, Justice and Public Safety Lab (www.bsafe.ubi.pt), a multidisciplinary laboratory dedicated to research and technology transfer. In 2017 it launched the JUSTICE TRENDS magazine (www.justice-trends.press), a worldwide magazine devoted to sharing best practices in the areas of justice, modernisation of prison systems and social reintegration. In 2019 it launched the Corrections Direct platform (www.corrections.direct), a platform linking prison administrations, research entities, NGOs and private companies working in the prison area.
To reinforce our team and support the IPS Innovative Prison Systems growth, we are searching for a Head of Research with experience in transnational project management in the criminal justice area to operate with our team at our office in Lisboa.
Job Purpose:
• To play a key role in establishing a research, knowledge generation and value creation culture at IPS.
• To ensure the delivery of IPS income generation targets, through the development of an effective portfolio of support research projects and partnerships.
• To monitor and report on the external business environment.
Key responsibilities:
• To line manage staff within the research and consulting team, setting and monitoring team objectives, including identifying training requirements and performance management issues as appropriate.
• To develop the IPS’s external research income portfolio, in line with IPS strategy.
• Be responsible for exploring and setting key strategic objectives relating to long term research income generation plans, including review and development of strategic activities to increase income levels.
• To support the CEO in presenting strategic income generation plans and analysis.
• To maintain knowledge of the external funding and commercial context, including available income sources and eligibility criteria by networking, analysis of appropriate literature and liaison with funders (e.g. Research Councils, the European Commission, National governments, commercial and industrial clients etc).
• To disseminate complex information in such a form to ensure the understanding of colleagues, including through workshops, surgery sessions and one-to-one coaching.
• Pro-actively identifying opportunities that align IPS expertise with appropriate opportunities, establishing a research, knowledge generation and value creation culture across the organisation.
• To scrutinise and critique research and enterprise grant applications of major strategic and financial importance to the company, advising and coaching staff on improvements leading to increased success rates.
• To ensure efficient service delivery for IPS research & income generation processes.
• To conduct risk assessments, where appropriate, in particular for large IPS projects.
• To be responsible for post-award support activities, including audit.
• To advise on relevant legal and governance issues relevant to IPS, including: Intellectual Property Rights, tendering requirements and research ethics.
• To be responsible for undertaking continued professional development ensuring skill levels relating to research best practice are kept up to date.
• To represent IPS in liaison with government agencies, universities and other partners, in a range of activities including briefings and presentations and face-to-face meetings.
• To establish contacts with the national & international academic community, including external research networks and funding councils, building relationships to increase collaborative working opportunities.
• To actively represent IPS on appropriate events, conferences and meetings, presenting papers and leading where appropriate.
• To develop, prepare and deliver training and briefings to staff on issues relating to external income generation.
• To analyse complex information on IPS activity, to manipulate data and interpret it, including KPIs, targets, competitor scanning and benchmarking.
• To play a critical role in the IPS leadership team, driving collaborative working between income generation and knowledge generation to ensure delivery against the department’s strategic objectives.
Qualifications:
• PhD or master’s degree in Criminology, Sociology, Psychology or other relevant scientific areas.
Experience:
• Experience of research or consulting experience in the criminal justice sector.
• Experience of developing and securing research and similar funding applications.
• Experience of development and submission of commercial tenders.
• Experience of building and growing relevant external networks.
• Experience of leading a team and delivering results through others.
• Ability to negotiate complex project agreements.
Skills and Knowledge:
• Strong working knowledge of funding sources and mechanisms, including project budget and costing.
• Ability to advise on the development of funding proposals.
• Ability to identify research opportunities and formulate strategic responses.
• Ability to build and grow effective networks.
• Be fluent in Portuguese and English.
• Be proficient in the use of MS Office apps and statistical analysis tools.
