Context
The strategic guidelines of the European Community cooperation with Angola, aim to strengthen the complementary nature of PAEP II supporting the inter-institutional cooperation mechanisms between the central, provincial, and municipal levels, as well as a mechanism for coordinating the various partners in the sector of education.
Taking this into account, MundiServiços International Consulting invites the interested consultants to apply for setting up a team to reinforce the capacity of the Ministry of Education (MED) to guide and optimize the interventions of the various international and national partners who operate in the education sector in Angola.
Objectives
• Strengthened planning, implementation, coordination and monitoring capacities of the primary education system at central and local level;
• Improved quality and efficiency of primary education teaching;
• Expanded equitable access to primary education.
Location and Duration
The team will be based in Luanda. However, field visits to the provinces of Benguela, Bié, Kuanza-Sul, Huambo, Huila, Cunene, Namibe and Malange will be required.
Starting period – March 2012
Foreseen finishing – May 2012
Profile per expert or expertise required:
Specific qualifications:
Expert N° 1 (Senior) - Team Leader (Ref. ES-TM)
- At least 10 years of professional experience in the area relevant to the assignment, as well as proven wide international experience in education policies reform, institutional relationship, and project design in developing countries.
- Proven extensive experience on formulation and evaluation of education projects through participatory processes.
Good knowledge of EC Project Cycle Management and Logical Framework Approach in particular.
- Proven consolidated experience on education planning, teaching, curriculum development school management and application of innovative pedagogical methods and tools.
- The team leader will be responsible for overall planning, implementation and co-ordination, and for the production and presentation of the mission report and its annexes.
- Experience in PALOP Countries in particular in Angola, is a requirement.
- Team Leader experience in required.
- Have a University degree in Education or other related area which proves to be relevant to the assignment.
- Vital to be acquainted with Angolan instructional context.
Expert N °2 (Senior) - Institutional capacity building (Ref. ES-ICB)
- At least 10 years of experience in the area relevant for the assignment, with at least 5 years specific experience in building processes in service training of teachers, educational supervisors and school principals for national, decentralized institutions and schools staff: planning and implementation of training process, professional profiles elaboration.
- To be able to define a comprehensive medium term Capacity Development strategy in supporting the local management capacities and ensure the sustainability of the project, taking into account the EC orientations and tools (i.e. The Backbone Strategy on TC and PIUs, Quick Scanning Matrix and Process Check List).
- Good knowledge and experience in ACP and Sub-Saharan countries in particular, in the education sector, is a requirement. Activities with PALOP countries in particular Angola are an asset.
- Have a university degree in educational planning, Management, or other relevant field to the assignment.
- Vital to be acquainted with Angolan instructional context.
Expert N°3 (Junior) - EC aid delivery modality (Ref. EJ-ECADM)
- At least 3 years experience in the area relevant for the assignment; have thorough good understanding and knowledge of EC aid delivery modalities and procedures, with specific reference to the implementation of EDF-funded projects.
- Good knowledge and experience on project management, administration and implementation of financial and procedural monitoring operations (at least 3 years).
- A practical acquaintance with public finance issues would be an asset.
- Experience in ACP and Sub-Saharan Countries in particular, is a requirement.
- Activities in PALOP countries, Angola in particular are an asset.
Have a university degree in Economics or other relevant field to the assignment.
- Vital to be acquainted with Angolan institutional context.
Expert N°4 (Junior) - Angolan education system (Ref. EJ-AES)
- Will be the link between the international consultancy team and the local and international stakeholders in education sectors, providing the team for background information and facilitate the deep understanding of Angolan education context and the available local resources and opportunities to be invested in the PAEP II project.
- At least 3 years experience in the area relevant to the assignment
Deep and consolidated knowledge and proven management experience of the Angolan education system, the legal framework and the inter-institutional relationship within national and decentralized education institutions.
- Knowledge and experience in working with bilateral and international organizations and in management of partnerships among different stakeholders in education projects.
- Proven deep knowledge in written and spoken English.
- Residency in Angola.
